0 Child Signature Program (CSP)

The CSP page has been designed to provide information for the First 5 counties and/or lead agencies currently participating in the CSP. The information included on this page will inform local implementation efforts and highlight state-level requirements. This information will be updated regularly, so please check back often for the latest information. This page also provides a direct link to the CSP Data Profile System.

PURPOSE

The primary purposes of the Child Signature Program are:
  1. To enhance the quality of the Power of Preschool (PoP) program by implementing three research-based Program Elements:


    • Instructional Strategies and Teacher-Child Interactions
    • Social-Emotional Development
    • Parent Involvement and Support

  2. To provide all 58 counties the opportunity to increase quality in early learning programs for children ages 0 to 5 in identified Early Childhood Education (ECE) centers where the educational divide is greatest (i.e., in the catchment areas of elementary schools with API scores in deciles 1-3).
In October 2011, the First 5 California Children and Families Commission approved funding of up to $45 million per fiscal year for the Child Signature Program, and further authorized unspent funds may be carried over into subsequent fiscal years.



Child Signature Program (CSP) 1
Quality Enhancement of PoP
(Funding term June 30, 2012 - June 30, 2015)

CSP 1 is designed to enhance the quality of PoP in the existing eight PoP counties for three years. CSP 1 requires matching funds from counties. The requirements for CSP 1 are described below.

CSP 1 focuses on enhancing overall quality in all CSP 1 sites and classrooms, and further increases quality through the implementation of Quality Enhancements in three research-based Program Elements:

  • Instructional Strategies and Teacher-Child Interactions
  • Social-Emotional Development
  • Parent Involvement and Support

Child Signature Program (CSP) 2
Readiness Assessment and Quality Improvement
(Funding term June 30, 2012 - June 30, 2015)

CSP 2 is designed to provide all 58 counties the opportunity to increase quality in early learning programs serving the highest risk children ages 0 to 5. CSP 2 does not require matching funds from counties.

CSP 2 focuses on providing quality improvement support through training and technical assistance to local centers to bring them up to the quality levels of classrooms participating in CSP 1. CSP 2 counties will complete a Readiness Assessment (RA) on each participating center and classroom and collect data to determine levels of strength and identify areas for improvement, and engage in training opportunities designed to advance quality to a higher level throughout the term of the program. The requirements for CSP 2 are described in the documents below.

Child Signature Program (CSP) RFA #3 – (Projected Release - Spring 2013)
Quality Enhancement for non-PoP Counties
(Funding term June 30, 2013 - June 30, 2015)

CSP RFA #3 will focus on implementing Quality Enhancements for eligible CSP 2 participating sites and classrooms. RFA #3 will be designed to allow the 28 counties participating in CSP 2 to apply for two years of funding. As part of CSP 2, all participating classrooms will complete a Readiness Assessment (RA). The RA will determine classroom strengths and challenges, training needs, and whether the classroom meets all requirements contained in the CSP Baseline Criteria and Teacher/Provider Qualification Quality Levels. CSP 2 classrooms that meet these criteria are eligible to apply for CSP RFA #3 Quality Enhancement funding.

CSP RFA #3 will fund implementation of Quality Enhancements in three research-based Program Elements:

  • Instructional Strategies and Teacher-Child Interactions
  • Social-Emotional Development
  • Parent Involvement and Support

Classrooms that do not qualify to participate in CSP RFA #3 will continue to receive training as part of CSP 2. The content of CSP RFA #3 (to be released in Spring 2013) will be similar to that of CSP RFA #1 and will require matching funds from counties.
